Most likely not, if you are trying to buy a pre-owned iPhone from Best Buy you will most likely get a north America market style phone. These phones will most likely not be compatible to European networks. If you want a truly European compatible phone you will need to buy a brand new universally unlocked and Sim free iPhone directly from Apple or from an Apple retail location in your country of origin.

Yes should work with any sim cards if it is unlocked.
