What is pre-owned vs refurbished? null

The difference between preowned and refurbished is that a preowned phones may have to set the phone back to factory settings, or sometimes the carrier can be an issue switching to another carrier. Refurbished is that the phone May had work done to it to get it working again, can be connected to any carrier, and sometimes comes with a warranty.

Pre-Owned means its been used and is in good enough condition to sell, refurbished models mean they are models which have been traded in for issues and are fixed to re-sell.
