The way I get local channels is I purchased the YouTube TV and installed the app on my Apple device. In my area, the YouTube TV has about 100 channels including local channels.
Sorry, there was a problem. Please try again later. You could used it to get an app like YouTubeTV or Fubo

Local channels are received from other providers, there are many to choose from - Hulu, YouTube TV, local cable (Xfinity, or DirectTV), etc. They all have their own standalone TV apps with cloud DVR that you can add to the Apple TV. Then you also add whichever TV provider you decide on to the Apple TV settings. If you choose, to watch other programming, you can watch almost all except Netflix through the Apple TV app (HBO, Disney+, Paramount+, AMC+, etc.) and it will bill the cost monthly to your Apple ID. Or, you can install their own standalone app and they can bill you directly. (If you install your TV Provider in Apple TV’s settings, the Apple TV app will keep track of everything you watch in their TV app, this is how I have it setup, it is very convenient.)
Sorry, there was a problem. Please try again later. The best way to get local channels would be to have a subscription to either YouTube TV or Hulu Live. As both will provide access to local channels.
