What does unlocked mean in regards to Apple Watch null

The Cellulare enabled models cannot be used with all carriers. If you pay monthly it will be locked to that carrier, and cannot be taken to another unless paid off. So, Unlocked, or paying full price upfront allows you to pick who you want to activate your watch!

The watch is not locked to a particular cellular carrier.
