If you get your iPhone repaired by a 3rd party (which apparently includes BestBuy from what I just read) Apple won't cover anything. I forgot to capture the link that I read that statement on, but it is on the BestBuy website unless they remove it. For someone that bought/has Apple+ care to get your phone repaired it has to be taken to an Apple Store, not BestBuy. It seems that you have no option under Apple+ care other than to drive to an Apple Store and they will fix it. Keep that in mind if you live a long distance from an Apple Store, as your travel time plus gas needs to be included into the cost of Apple+ care's cost. Also, you only have 60 days from the date of purchase of an iPhone to add/buy Apple+ care. If you are past 60 days from your iPhone purchase it appears you can't get Apple+ care, at least officially, maybe someone at an Apple store might be able to override that if you bought it a few days after that 60 day rule, but that is just a guess. Most 3rd party companies warrantee their repairs for 6 months or 12 months. My comment are my interpretation and not guaranteed to be correct, but this seems to be at least pretty close to reality at this date.
