“Does "unlockable" mean you have to pay for the extra games?”

Based on the Arcade1Up site, it looks like you earn gems through daily spins and playing games. You can then use the gems to unlock the other games in the cabinet. There is nothing in the description that indicates in-app purchases, so it's just a matter of playing through the initially offered games long enough to unlock the other games.
