Yes, the Arlo system plus into your modem and creates its own WiFi system for the cameras. Because it is plugged into your modem, as long as you have internet you can access the cameras from your phone from anywhere in the world.

You can view the cameras from anywhere provided you have an internet connection whether that is wifi or cellular. The camera base station must have a Wifi connection.

For example, if I get a notification that motion was detected on a camera while I'm at work, I can open the app and see what the camera recorded or just tap on the camera window itself and monitor it live. There can be a bit of delay based on the speed of your cellular or WIFI connection.
