Yes the cables are included. And yes, you will need a router. Installation of the modem is easy peasy. The router setup isn't difficult. Most manufacturers setup instructions can be found on youtube or the manufacturers website.

You will also need a coaxial cable if you don't already have one to go from your wall cable connector to the modem. Set up is easy, but check with you cable provider on compatibility and set up. My provider required me to call to activate.

You still need the coax cable that goes from the wall to the modem (same cable that plugs into your TV's / Cable Boxes). This is just a modem. Most people would pair it up with a Wireless Router to provide wireless access to multiple devices (or a few wired ones). To set it up you would probably first want to connect it directly to your computer. Once it is working on a single computer (usually very, very easy) you would connect it to your wireless router to provide wireless internet to tablets, laptops, phones etc.
