To be honest, any 30 or 40 series video card would be good for 4k video editing. Obviously the higher card number such as a 4070 Ti or higher would be best, but cost becomes a factor. I can't speak for AMD cards as I don't use them. You always have to base your power supply on the usage of your components. Most modern systems with the newest tech require at least 750 Watts or higher. Determine your video card wattage and mother board wattage and usually add another 100 or so for memory, cooling and RGB if you have it.

I’ve edited 8k raw on my Mac mini 1st gen, and it still outshines my 6900xt. Which the Mac mini is less than that entire card that you can buy accessories with. With that being said, if you are anti Mac, I would recommend the best latest nvidia card that you can afford while not skimping on other components. Good cpu, good card, healthy amount of ram. And a matching psu for the draw of that computer +200w of headroom. So if your computer requires 450, get a 650.
