So more likely than not, that contrast ratio means Dynamic or "Active" Contrast. That means the monitor can actively turn off parts of the backlight to artificially increase the contrast ratio by displaying more true blacks, among other manipulations. I'd be willing to bet that the native contrast ratio, the contrast ratio of the monitor by itself. is 1000:1 just like 90% of all other TN panels.
