The $35 phone card is for att prepaid cell phones only, there is no limit to talk or text, but the data cap is 1gb. This card lasts for 3 months until you need a new one, or until you use all the data.

If your son is in the military and stationed in the United States, you should get him an unlocked cell phone that works on a GSM network. You will also need to purchase a separate sim card to put into the phone to work on the AT&T network. If he is out of the US, you might can buy an international card for use. I am sure that they are available, but you need to do the research on this and not ask someone to look it up for you.
