You don't have to use the Bissell solution, but it is optimized for use in their machines. This means it won't streak, leave residue, need to be rinsed, or leave buildup in your machine.

No you can use Other solution just don't use as much. It will be soapy

You can use just water as that's the main ingredient but, anything other than Bissell cleaner voids the warranty.
