“Can soft pads be used dry to act as a buffer?”

• You probably can , but it depends what type of floors, I used the soft pads dry on my wood floors to make the floor shine after cleaning.

• This mop is essentially uses two counter rotating cloth pads and is very similar to a buffer. It is not heavy though and I'm not sure if that would make for a good buff. On the other hand the pads are soft cloth and there is no reason why they would not buff a bit of floor wax or polish. I would not consider this a buffer or buy it for that purpose. No reason why you couldn't put a bit of mop'n'glo down though and shine up the kitchen.

• Probably. The pads are very soft. And actually reminds me of a power buffer. Works the same way.
