Yes, you need a landline or VOIP phone to use the fax.

It can be a landline (hardwire/AT&T, etc.) or it can be a VoIP (Voice over Internet Protocol) line capable of FAX transmissions. The VoIP line can be a digital phone line from Spectrum, Comcast, etc., Vonage, or it can be by a device compatible with Google Voice (free) and an ObiTalk account (free). Long story short, YES, you need some sort of phone line unless you pay for an Internet Fax Service. Hope that helps.
