This may be possible, you can add a usb-c dock to the google tv and then plug in other devices like webcams or keyboards.. you would need a dock that has a 3.5m slot or, what I would do, is find some 2.4ghz headphones (low latency) and a USB dock with power delivery.

Or if your TV doesn't it will almost certainly have composite output (red/white). You can get a male composite to female 3.5mm adapter and use that on your TV's audio output. Honestly bluetooth is simpler, but if you are too far away or have crazy amounts of interference or something then wired may be your only option. But I stand by "no" you can use wired headphones on the dongle, but you could use them connected to the TV.

So I can't imagine there's any way to accomplish what you're trying to accomplish. However the device has bluetooth, so you could pair some bluetooth headphones and that would work.
