Does the iCue H150 have coolant already installed? null

Yes it is pre installed considering it’s a closed loop kit. When you have a custom kit that’s when you have to put in your own coolant but with these closed loop kits it is always pre installed. So you will have no issues there.

Yea vacumm sealed with about 92% liquid, so position above cpu to avoid unwanted air in the pump

Yes, the H150 comes with the fluid coolant. The unit is ready to install right out of the box.
