• I haven't tried carrots, but I've grated almost rock hard cheeses, and it does fine.

• In theory it can. But, unfortunately this particular model is not up to Cuisinart’s typical quality and the motor and bowl may struggle with the harder foods you put in it, like carrots or hard cheese.
