Does the CPU have Thermal paste applied? null

I don't believe they do, but you can add your own thermo paste as needed. But no more than a size of a pea

I would hope so since there is a liquid-cooled heat-sink sitting on top of it. Keep in mind, its unknown what thermal paste product is on there, so if you are looking to overclock this chip, then I would recommend you replace it yourself.
