Opening it, by clicking or pressing the Windows key, and typing "Light" or "Light Bar" should show it in the results. There you can toggle it on and off, and add it to your system tray if you think you'll be doing that frequently.

Dell equips it with software for this called Light Bar Controller that sits inside your system tray (lower right-hand corner of the screen). One mouse click turns blue light on, or off. If for some reason your PC did not include the Dell Light Bar Controller, just download its free software installation program from the Dell website.
