Is the AvRX 1700 a better receiver than the 960? null

In my opinion, yes. The X series is the Command Series, more premium level of receivers

Here are the main differences which could help you decide: The AVR-X models have a 3 year manufacturer's warranty. The AVR-S models have 2 years. The X1700H has Audyssey MultEQ XT while the S960H only has Audyssey MultEQ. This means the 1700 has more advanced auto speaker calibration. Speakers A/B are assignable on the 1700 model. The X1700H has a Remote (IR) input. Control4 SDDP, detachable power cord.
