Do I need a C Wire for the ecobee3 to function ? null

Yes. If you don’t have a C wire, you can also use an external power supply that you plug into an outlet and connect to the C terminal on your Ecobee. I did this at my former house where I only had an Rc and W wire to the furnace. I found a power supply on Amazon that worked well.
