Does the camera swivel side to side and up and down? null

Yes it does have some range of motion. It's on a ball and socket so it is somewhat limited though but it isn't stationary

It does swivel when you mount it, however you will be locking it in place when you are installing it. If you are looking for something that is motorized and changes position using some sort of controls, this is not a good solution for you.
