According to BestBuy reps on their forums http://www.forums.bestbuy.com/t5/Gaming-Support/Final-Fantasy-XIV-Stormblood/m-p/1024366 Preorders will be getting the codes.

However, you should be receiving an email this week, if you have not already, to register for the early access.
Sorry, there was a problem. Please try again later.You only get early access when you preorder with square Enix not with Best Buy. And the early accesss will be a little bit before release. The square enix preorder email says yu will get early access "a few days before release."
