Does this work with the car off? null

Good question. I bought it as a gift so can't test it. I think if your socket works with the car off, it will work. On old cars, you would turn the key to ACC, for accessories to be on and not fry your coil. New cars vary.

Yes it does, if your vehicle has a direct 12v outlet. Most vehicles 12v outlet only works with ignition key turned/on. ... I wouldn't recommended it if you have an older battery. If so, start vehicle in 20-30min intervals to be safe and not drain your battery. It's a good product, works as it should. I bought a second one for work truck.

Depends if the socket its plugged into stays live after you switch the car off

It will work if the car is off only if you have a HOT plug. Like a cigarette lighter plug.
