• Good day! The short answer to this is that you can safely run a portable air conditioner without a vent hose, but you should only do it in dehumidifier mode, and it will actually heat up your room. ~Lauren

• NO. That sends the heated air outside. If you don't use the exhaust hose, you'll be back to square one. Pumping hot air into the house, or wherever it is.
