Yes. Both features are independent of the phone. I've taken many runs without my phone and it has zero impact on GPS and HR. Your phone is only needed if you want to sync data between the watch and the phone app. You can also sync data between Garmin Connect online and your watch without your phone.

Activity data can be synced through a computer using Garmin Express. Visit www.garmin.com/express. Without a phone, the device is unable to use the smart notifications features.
