Does this watch come with a charger? null

A USB charging cable is included in the box of the vivoactive 3 Music.

It comes with a USB cord with a custom Garmin plug on the other end, but it doesn't have a power/plug thingy, you have to plug it into a laptop or into a plug you already own. The 'Garmin' end is the same as on the Vivosport, and I'm guessing other Garmin wearables,

Yes, it does. Unfortunately it's not a universal charger so don't lose it :)
