Absolutely. In fact, all freezers should be. This one is no exception. Frost is usually caused by a seal that is damaged, hot foods that are put in the freezer attracting moisture, or other ways that moisture can get in. If you are buying this freezer new, all the seals are perfect, and the sensors all work beautifully. No frost at all! (And our previous GE freezer was the same way - we are fans of GE).
