That circle thing is a fan to keep the inside of the dishwasher free of bacteria and odors. You need to click the Ultra Fresh button to light it up. You will hear the fan running on and off when you don't run the dishwasher. The blue filter at the bottom on the dishwasher come off easily and needs to be cleaned pretty often as it gets clogged just like a drier filter. This is the description for that circle thing:"UltraFresh System- Smart dishwasher algorithms introduce clean air and reduce moisture, refreshing the wash system to help prevent the growth of odor-causing bacteria. Interior filters are treated with Microban antimicrobial technology." The water stain you see could be from not using or refilling the dispenser with Jet Dry when needed. I don't have that problem. If it continues I suggest contacting the GE Support. I hope my reply helps. It is a great dishwasher and I love mine. Good luck!
Sorry, there was a problem. Please try again later.I called GE and this is what they told me. It is a concealed vent with fan (hidden acti vent) that pulls air out of the tub and keeps counter top from being damaged. About the water stain I don’t know. Mine does not have a stain

This provides a clean appearance, seals in sound during the wash cycle, and protects against venting damage to countertops such as Corian or granite.
