It has storage of 32 GB to hold apps and content similar to the storage that your phone has.

The 32GB and 64GB means that you can download games and other apps onto the Apple TV. I have Sonic the Hedgehog on there, plus DirectTV Now, HBO Go, YouTube, Netflix...the usuals.

I think the answer regarding the 32gb would be, because you now can download different apps that require a place to be locally stored such as games and other applications. Therefore the Apple TV has 32gb of space to store data.
