It can! The only thing that the nest hubs have that the Pixel Tablet doesn't in Hub mode is the air quality index for your location. Other than that it can show off pictures from Google photos and does a better job of showing cameras connected to your Google Home when compared to the Nest Hub, especially with Wyze cameras.
