I have the Watch 3 45mm Wifi version. There are no limitations using it with your phone. Everything will work perfectly. Now if you want to use it as a stand alone then you will need the LTE version which is more expensive. For example if you want to leave your phone at home and just take the watch and receive and make calls from the watch you need the LTE version connected to a carrier. If you have the phone always close by you only need the Wifi version.

I have this watch, the wifi version and you certainly DO NOT need a cellular plan to take full advantage of the functions of the watch, assuming you have your phone with you. It's only if you want to take just the watch, without the phone, and still be able to get calls and messages, that you'd need a plan. If you always have your phone with you, or can wait til the phone is back in range of the watch, then you don't need a cellular plan.
