Yes just tap the screen and it will come back on, it will still record even when the screen is black

Yes, the LCD turns off to save battery life. Most people use action cameras mounted to a surface so the LCD is only used to frame the initial shot and then not needed for the duration of the recording so this behavior makes perfect sense when you use it in that way. If you are using your GoPro Hero+LCD as a hand-held camera and you want to wake up the LCD after it has turned off while recording, simply tap the power button and the LCD will come back on and it does not disturb your recording.

I assumed it was doing this to preserve battery life, but it would be nice to have an option to disable.

No it is not. See if is still covered under the warrentee. Or bring it the "geek squad" at Best Buy to have them take a look at it.
