A:Answer I only have this particular fan at work, not home in Upstate New York closer to Buffalo. This fan does have a Power Cool function which makes the air cooler. I cannot say whether it makes a small room feel cold. In my opinion, I highly doubt it, but everybody feels temperature differently. It is important to keep the air moving which helps it feel cooler.
To answer your second question, it depends on where you live. If it is warm (to you) outside you should close the windows to keep the heat and humidity out of the room/house. However, if the temperature is going to cool at night after dark, it is your choice whether to keep the window open (this highly depends on the humidity in your area and how you react to it).
