Unfortunately, there are a number of different uses for the USB C connector, but not necessarily all are implemented at the same time on the same connector (nor on the cables carrying them), even though the form factor may be identical. Why this is the case I cannot say. Perhaps they were developed at different times; maybe there are good technical reasons; maybe it's a matter of cost. Even on any particular model, you may find three different types of USB C ports: one has Power Deliver PD), another is data only, and a third will transmit video signals. So when you see "USB C" listed on the specs for any computer/cable, you have to independently check what both are capable of.
