Hi Vickey, apologies for what you're experiencing. 4100e is the series, and 4155e is your particular model. The flashing blue light indicates that the printer is not connected to your WiFi network. As to why you cannot power down the printer, we'd need to ask you a couple of questions to understand the issue. We recommend that you reach out to Support.HP.com for assistance. As for turning it off hold the power button for 3 to 5 second and it should turn off. For scan, but it in the top feeder and go to the printer app and click scan and it will scan. Download HP SMART on your phone or computer. On my phone I have the HP smart and HP plug in. I went to HP Site to install when I bought this a month ago.
