Depends if you're running CPU intensive programs. My fan is pretty quiet when running most programs. I recommend you download something like RealTemp to measure your CPU's temperature. A fan running really loud usually indicates poor contact with the heat sink and the CPU, but it could also be related to how your computer adjusts fan speeds.

I have it right next to me and I don't even know it's on. Sorry you got a bum fan. It may just be loose. If you're outside the return policy, it might not hurt to open it up and see if anything is lodged or loose. But please, use extreme caution or take it to Geek Squad if you're not familiar with PCs.
