The only time your fan will kick in is when your computer is getting overworked. Just like anything else, a computer needs a break too. I've only had my fan kick in once, and once I shut down my computer and allowed it to cool down, the issue went away

If the fans are still running loudly, you may need to contact either HP or Geek Squad support and they can look into why the fans are running even when the processor has a light load.

If they agree, there is something wrong, since with a CPU like that, you shouldn't be hearing anything. Could also be a problem with your hearing.
