I've had this issue as well. I hooked my monitor up using the display port to mini display port and I am getting 120hz now on my 144hz monitor 2k monitor. Also on the monitor there are different hdmi slots, one for 144hz and one for 60hz so be sure to check and make sure you are in the correct slot

Various web sites indicate that this HP Omen laptop has USB-C with Thunderbolt 3. However, I can't find any official HP spec showing Thunderbolt support.
