Like most washers, it does both. After it drains the wash water, (of course depending on cycle) it spins and it sprays rinse water during the spin, and then fills with rinse water and does a tub rinse. It drains, spins again and sprays. The fabric softener in dispensed at the right time during the tub rinse.

The fabric softener button lets the washer know to release the fabric softener at the proper time so you need to put the softener in the proper place before you start your load. We’re still learning this model. We don’t like how long it takes per load. The “quick start” option still takes about 55 minutes.
