That is a safety precaution. The top and sides get hot when in use and if your toaster oven has anything sitting on top of it while not in use and was accidentally turned on it becomes a potential fire hazard. I leave mine plugged in because there are no young children in the house and the toaster oven is on counter area not used for prep or storage but I do unplug if not using frequently, just to be safe.
