Yes you can, just be mindful of how much you spray. Also don't shake or turn the can upside-down when spraying or a cold liquid could be released from the can and damage the graphics card.

If dirty I would use a Q tip dipped in alcohol and wipe towards the entry tip carefully until they are clean and bright. Always allow sufficient time for the alcohol to evaporate completely - it is flammable!
