The pot takes some time to reach adequate pressure. It definitely takes longer than 4 minutes to get to pressure if you have the pot even half full. My 8 qt will take anything between 10 and 20 minutes to reach pressure depending on how much food I have cooking in it. The display keeps 'circling' until the pressure is reached - he valve will shut (there will be no release of steam) and a minute or so after that, the display will change from 'circling' to a countdown timer. If I were to cook 4 qt of food for 5 minutes in my 8 qt cooker, it would take approximately 15 minutes to get to pressure and then the display will switch to a countdown from 5 to 0 minutes and finally the pressure will stop maintaining pressure and the cooker display will say 0H (will count every hour for which the good is kept warm after the cook time if over - the counting up is in increments of 1 hour) . If you are making rice however, the display will keep circling (even after the valve closes) until the rice is cooked (the cooker automatically detects when the water is all gone and the rice is ready). This happens because the cooker doesn't know how long it will take for the water to evaporate or be absorbed and keeps heating until it is all gone (which means the rice is cooked). Therefore, you do not need to set the time for the rice setting. If your cooker valve closes and the display doesn't change to a countdown timer (and you aren't on the rice setting), you should return/replace your cooker or get it repaired.

If not then I would suggest Taking it back for an exchange as soon as possible because it’s impossible to get replacement parts for any of these insignia pressure cookers
