It’s traps and releases the pressure

It goes up when the pot is too hot to open/full of steam, it locks the lid & basically keeps you from getting burned. It won’t go up if the steam Valve is open, and sometimes when you just cooked and want to add more ingredients 1/2 way through and you try to put the lid on but the steam valve is on close, so I reopen the vale wait for the pin to drop then you can turn and lock the lid again. Hope that helps. PS- never lose that plastic rubber piece on the pin or your pot won’t work (until you order another). ;)
