• Make sure your Bluetooth headphones are in find mode when you search for devices.

• I had same issue earlier, but figured it out. Turn on the Bluetooth device you want to connect to while PC detects the device. If you turn on the device before choosing to pair, it won’t work. Some devices would need to press on at least 3 seconds to be detected. Like my Beats earbuds need to press longer to pair.
