• No. This is a HDMI TO RCA converter. The output (or TV) has to have RCA output components. Your output is HDMI for your 4k TV. You need a RCA TO HDMI converter. I'm sure Insignia has this converter as well.

• I believe it will work. But RCA jacks will only broadcast in 2d sound. No surround sound features possible. HDMI sound is 1080p and surround sound compatible. RCA jacks will give you about 320p only. You can run a sub speaker and a left and right speaker only because of the HDMI to RCA conversion.
