I suggest that you use a voice command like: "Hey Google, lower the volume 25%."

I have the larger portable version of this and it responds to up and down volume perfectly. You can also tell it to turn itself up or down. For example, let's say you wanted 70% volume... simply say "Hey Google 70% volume". That's the way I control the volume about 99% of the time... I hardly ever touch it. It does sound like you have a faulty one though. Maybe if you reset it it'll fix the problem. The way to do that is hold the square button in the back of the unit down for about 20 to 30 seconds until you see the word "set" on the front of the unit. I think it also makes a sound too. Then redo the setup process and that might fix it. I would definitely try the reset before I took it back. Hope that helps.
