Are c by GE bulbs compatible with the JBL Link View? null

Any bulbs or smart systems that are compatible with Google home are compatible because you are using Google Home. JBL is just the manufacturer of the unit.

All C by GE bulbs, including Soft White and Tunable White bulbs, can be paired with our Google Home supported JBL Link View. You'll need the microphone enabled to control them and have the bulbs listed in your Google home app for control. JBL link view does not have an app interface to control them by the touch screen, so they can only be controlled by voice commands.
