In any version of the Labo Vr kit you gain access to the toy-con garage. This enables you to create and design your very own vr and also 2D projects. Build and design your very own games and projects.

Within the game software their is an option to create your own games in both the starter blaster kit and the Nintendo labo full VR kit. So yes they both offer the ability to make your own VR games.
