It is normal for a 256gb drive to appear lower after formatting. I had to do this myself and it now runs whisper-quiet unless it is under load.

This is standard for all computers with pre-installed operating systems. The S7 galaxy advertises 32 GB internal storage. But when u look at the storage available it says 24 GB free. Why? Because the operating system and stock apps took up that space. Same as your laptop. That's what Windows OS uses.
